Consultation Feedback for Stonilands

Re the public amenity area: seating/play area… focal point for locals…. Devon events such as morris dancers etc….. school sports….. wildflower beds, trees.
Well thought-out proposal & proportionate to the needs & scale of Brampford Speke…. Good to see minimal environmental impact to existing hedges etc…. Community Green Space would be a real asset to the village, especially local children

Important: safety of road whilst building is being completed
Good to make village more viable….
Be good to have more buses. Especially on Saturday for young people…..
Could the area be accessed before bridge? (realise money implications)
A very compact development which will not affect the village…. A wonderful design & layout.
I think the site is the best place for development in the village and feel the added community space will be a real positive

It is very good that housing will be available for people who don’t have a mortgage.

I have one reservation. If the building proposal at Templars goes ahead, then I do not support the Stonilands proposal (even though I prefer it). I do not see the point or necessity of 2 new building sites
I have lived in social housing in this village and raised my family here. It would be good to have more affordable rented homes for young families like mine before getting on the ‘crazy’ housing ladder
We live in the village in 1 of 2 social houses, its definitely lacking in this village.
The green space will be great for young families
An excellent development that will fit in very well in the village. The houses look good, and with the proposed planting etc they will be hardly noticed but would provide much-needed accommodation for a good number of people. In addition the road access is very good and with excellent visibility both up and down the road through BS, making access safe
Very in favour of the community land for all the young families in the village
Sensible-sized development which doesn’t increase traffic through the village.
The environmental provision is impressive
Love the sustainability aspects of the design – making the most of renewable energy and clever design (solar gain)….. The SUDS (swale/run-off drainage) will also enhance the green space
My only concerns are mainly about the ability of existing infrastructure to cope with additional demands of the development:
1 Electricity supply – seems to be under consideration
2 Foul drainage – can the existing sewers and treatment facilities deal with the additional load
3 Traffic – the access road entrance/exit is at a point where the main road narrows and there is limited visibility
Reasonable size and attractive buildings…..Main point is traffic won’t come though the village….. Any development has to pass over the bridge where it is situated in the village. So this is least intrusive….. Good that it is social housing
I am very interested in the option of purchasing one of the affordable houses

I’m in support of the development and feel it has many benefits for the village
On a personal note I would hope that the screening trees at the bottom of the development are included and not overlooked.

3. From the 3 “fairly opposed” respondents
Serious concerns about the access point – brow of hill is dangerous without adding more vehicles turning in & out
Construction vehicles will be a nightmare when trying to go about our lives – [ ] our children to and from school
The bottom of Burridge Hill suffers from frequent flooding…. The biggest concern is surface water and I don’t believe that proposal goes far enough dealing with the problems more housing will bring. The site looks wonderful but building & humans are a pretty destructive combination
This respondent submitted a separate list of 12 points, seeking “guarantees” in respect of them. Some of the points were duplicates of ones raised by others. Non-duplicates included:
• A development of 4 affordable and 1 market would be more appropriate
• Will the CLT’s design be overridden by the housing association’s architect?
• That the open grass area will not become a recreation ground and that poor behaviour and noise will be controlled. Also concerns about unsightly street parking and unsightly back garden additions & mess by tenants
• That the ancient hedge will not be damaged
• That the height of the houses will be kept to a minimum
• What evidence is there for low-cost housing for relatives of existing residents?

5. From the CLT member, a local architect, who prepared the sketches shown at the drop-in event
Generally I felt people’s response was much less ‘suspicious’ and more trusting.
For example I think it helped that we had an accurate Topo and could definitively show that the Hedgerow facing Lakes Down Hill will survive being cut back to form the visibility splay.
The size of the proposal now seems now generally accepted
It was helpful that we were able to reassure people that Affordable meant 50-60% of market rent rather than the 80% at Lakes Down.
People like the ‘farm’ style of the layout and style approach to building in the countryside.
Some concerns as follows:
a) That the local sewage works is at capacity and that the system may not be able to take the increased load….. I said that the planning Approval would not be given unless the system could cope. This needs to be checked. (….. our understanding is that the water company is legally obliged to meet the demand)
b) Light pollution that might come from the new access road and buildings. (Light Bollards are a popular solution )
c) Need for tall trees to be planted along the new south Devon Bank to shield the development from views from Marley Park.
d) Doubts about the capacity of the Swale to take into account the likely the future increases in rainfall. Interestingly …. A retired local farmer who had farmed nearby said the ground at Stonilands was stony and sandy and is very good at absorbing water.
It is important to continue to convince people that the community Space and the associated planting will be carefully planned by experts as part of the Detailed Planning Application.
6. Suggestions for the public amenity space
Sports area for football, cricket, frisbee etc
Wild flowers / including edible flower varieties to forage
Nature biodiversity area
Fruit and nut trees, orchard
Seating area / picnic table
Covered area (gazebo)

Outdoor gym equipment
Perimeter path (smooth so children can scoot)
A Sculpture / a plinth so sculpture can be changed

A small shop unmanned for bread milk etc

Outdoor ping pong table
The open space could be used for school sports days / maypole dancing and other traditional Devonian celebrations/ activities
